WATCH: Speaker Pelosi introduces infrastructure legislation

Everything sounded good but one proposal was missing and now I have to shed some light on it, in every modern AND civilized country I have visited they had outside each city a designated anchorage area where sailors could easily anchor like normal people, we dont have these places here at the west coast, the closest around is at Santa Barbara and its NOT sheltered with a wall to break the incoming waves, I would like to see designated anchorages outside each city with a wall around it for people to feel secure and safe, I say this again, every single place I have visited had these designated anchorages, why do we not have it here, its a scandal, the richest country in the world does not have this, while we are a seafaring people with sailboats as many as you can count but no facilities like that, please make sure people have access to safe and secure anchorages because it is badly needed, we shall provide boies for each boat and must be free of any costs, thank you.
