In Sweden its so simple to set up a business, like if you are about to open up a restaurant all you need to do is to, fill up an application very easy you are asked to pick the first option the second option the third option for the name of your restaurant things like that and pay the 150 dollar fee I believe to the tax office then you have to call in the fire department and the health department to come and inspect your local and pay a small fee to them too and thats it basically, a month after you are good to go, very little paperwork next to nothing.
