This Surah is a specific event during when Prophet Mohammad made a deal with the pegan Meccans to let him and his followers do their pilgrimage to Mecca from Madinah which the Meccans broke and attacked them, here God is telling Prophet Mohammad to defend themselves follow through the deal made but if the Meccans once again break the deal and attack them Prophet Mohammad is allowed to attack back and kill them, this is what this Surah is about, so dont think God is telling Muslims to attack and kill unbelievers, this is a direct commandment for a specific event during that time, if you are interested watch the movie the Message, its in there.
